I just can answer to this question by myself 
If you have the problem that the wallet doesn't start to sync after you did a fresh install download the latest blockchain (I/O Coin Protocol 60017 DIONS BlockChain Files Block 1618642) files from this side:
https://github.com/IOCoin/DIONS/releases
Follow the replacement steps on this page and you will bring back the wallet to work

Hey everybody,
I'm having strang problems with my IOC Wallet. Since a few days it dosoen't want to connect to the network for synchronisation anymore. Even if I install the wallet on a new computer and doesn't even import the old wallet. It still doesn't sync a singel block. The wallet was running for more than 24h and nothing happens. Do you have a problem with the peers or somthing like that? Thanks for your help.

Still no answer from ANYBODY including the support of YOCoin! BE AWARE OF A SCAM! Sorry that I have to say that but it has been months and nothing is going on on this case! I'll delete that when I got my coins but for no I just think SCAM!
This is what I got from the C-Cex support. YOCoin could you please take that on you and se what happens with my coins there?

If you have transferred the coins in c-cex on the mentioned date you need to contact c-cex.We have no control on that.We have already done on auto swap on the c-cex from the old blockchain to the new one.

My coins got stoked since that time, because YOC didn't the swap my coins yet and I don't have access to my old wallet anymore on c-cex!!! I worte already several emails to support@yocoin.org without any answer sence almost 3 weeks!! It looks like a scam for me because nobody wants to get in touche with me from the support team or dev team of yoc!

You're going to need to email support to see if they can help you. There was a specific window of time to send old coins to be swapped and it was heavily announced everywhere. If you missed the opportunity, you will need to email support to see if they can help.
I posted a ticket to Yocoin Support about 500 yocoin losing when implemented a transaction to C-CEX. When the Maintance completed, all coin lost. one month later, there are not the answer that Accepted. Yocoin Team say me contact C-CEX. C-CEX talk to me contact Yocoin team.

i currently have 210 yocoin at old offline Yocoin Window wallet. I didnt know this method to convert to Etherium before 08/30/2016. Now! how can i change to Etherium?
You're going to need to email support to see if they can help you. There was a specific window of time to send old coins to be swapped and it was heavily announced everywhere. If you missed the opportunity, you will need to email support to see if they can help.

I'm still waiting for the swap from my yocoin coins on c-cex since 18 of July! The support doesn't want to contact me because i send already a few mail to support@yocoin.org for telling them whats going on on c-cex. Because they couldn't do the swap for me they just told me to just contact the support. But now im stocking again. Please yocoin support answer to your emails because I'm waiting again for an answer since 7 days! thanks for your understanding that I have to write this post, to may get a answer from the support.
