No. It is not decentralized.

Essentially, blockchain is a decentralized technology. It is a shared, immutable ledger that lets us record the history of transactions. By establishing trust, accountability and transparency, it transforms the way we carry out transactions and can be adapted to virtually any contract, deed or payment. Whereas cryptocurrencies are basically just digital money, digital tools of exchange that use cryptography and the blockchain technology to facilitate secure and anonymous transactions.

It is a simulation mining. There are other real and revolutionize mobile phone mining if you researched enough. However mobile mining is not worthy. When factoring in high energy costs potential data fees and low computing power, mobile mining is a very difficult inefficient way to earn cryptocurrency.  You are more likely to destroy your phone completely than earn even a dollar per day.

 Decentralized - a system in which no single person, institution, or machine is telling others what to do.  It is open and transparent, where in a decentralized system participants interact one on one with each other. Thus with the very high integration and interaction of the participants, the possibility of an attack by a system hacker is very low, as the hacker has to go through all the participants’ systems to hack a single crypto-network, making the attempt harder than before. Also, there are no crucial central control points to attack. The economic size surrounding the system is much larger and therefore much more expensive to attack. In a nutshell, I would say decentralization is needed for a better security and trust as no single person or entity controls the system.
