As far as I know, the ECB is not claiming that the digital Euro will be able to operate without electricity, instead they are saying that they can operate offline without a constant internet connection.......

1) As far as I am aware, Ursula von der Leyen said that if the EU CBDC was up and running, there would have been no problems in Spain during the power outages. I will try to find out exactly what she DID say.

2) As for power outages, I am confident that we can expect many more such events in the future, as Europe heads towards 'Net Zero' and Agenda 2030. Spain is already well-advanced in terms of wind and solar power. I understand that the Spanish outages were caused by a spike in output when the wind picked up, which blew the fuses or some such. Again, I am vague on the details & will try to find out more. 

3) My original question was posed because I can send BTC from my phone to somebody else's phone. Both are obviously battery-powered. So where does the need for electricity kick in?

4) It is easy to generate electricity - I am in the UK and bought a generator years in anticipation of the 'Net Zero' agenda and all the other horrors the globalists have in store for us. I'm guessing American readers will be more insulated against all this nonsense and may not be as familiar with the concept of 'fifteen-minute cities', the banning of gasoline and diesel cars, the banning of commercial air travel etc that are part of Agenda 2030. About three years ago, Schipol airport in the Netherlands cut flights by 15% to 'save the planet', and France has banned flights of less than 1.5 (or 2.5) hours if there is a rail alternative.
Europe is about to (literally) enter the dark ages. So discussions about the availability of electricity are becoming more relevant.

After the recent outages in Spain etc, which brought commerce to a standstill, I hear the EU has been crowing that if we had the CBDC this wouldn't be a problem, as it will work without electricity.
I have long wondered whether Bitcoin will likewise function without electricity - peer-to-peer by phone etc? And how about Blockstream satellite? My technical knowledge is limited on this subject.

I watched a sparkling debate between Peter Schiff and Layah Heilpern. I wanted to congratulate Layah so found her on facebook and sent her a message. She sent me a friend message and invited me to invest in one of her projects. But I could never quite get to the bottom of what it was - mining, or what?
I asked for a pic of her holding a note with my name on it to confirm she was genuine, which she did a few days later. Primarily because her prospectus was so badly written, I was still suspicious, also because most of her 'freinds' were Arabs or Pakis. Maybe she just likes Arab men, I thought? Anyway, I trawled though all her facebook photos (a real chore!) and solved the mystery - they had taken a library photo, inserted a white square and written "Hi Hugo" on it, making it look like she was holding a sheet of paper.
There are quite a number of 'Layah Heilperns' on Facebook - I doubt if any of them are genuine!

I'm not sure which generation your parents belong to, but I won't lie—it's challenging to convince Baby Boomers and Gen X to embrace something they can't physically relate to as money. They've seen and heard about enough online fraud to make anyone hesitant to invest. But to be honest, is Bitcoin completely free of fraud? We're really just seeing more advocates promoting its positive use

Haha I'm 73, barely computer-literate, and I 'discovered' Bitcoin about five years ago, from watching Max Keiser on RT. It's a cliche, but at first it doesn't make sense, but when you see it, it's obvious.
Is there an award for the world's oldest Bitcoiner?
