If he used the free transfer and replaced Frimpong using (-4) and if Moreno's price drops in the near future, then the WC is justified (Konsa also has a red card this week).
But more importantly (you forgot to mention) the WC will cancel the negative points (-4) ... but I don't remember for sure if activating the chip will return the free transfer.
