I have ASUS TURBO 11GB.
If a run this exe : hash rate dont change ~35Mhs.
I try it: memory clock - (yes "minus") -290Mhz in AB.
The result is: 44Mhs.

you dont need core unless you dual mine
try -100 core and +600 mem , for eth

I used just eth, dont dual mining.
If a set +600 (or 0*700) with GOD my hashrate dont change: 35 Mhs.
Try to test in P0 state, use nvidiaProfileInspector to go to P0, set Cuda force P2 to off

If you have several cards it s better to start mem tuning from default
