Hello OP...
If I order a card and pay $ 17 and after a few months I did not get a card,  whether I will pay back for a new card?
This problem happened to me 3 months ago I order a card payment processor in Nxxxx and do not get it

No you won't get new one for free. My euro card never got to me. I was answered I paid for plain royal service, it has no tracking, blah blah blah... So, if you never get it you have to pay for new one over and over again, or order with DHL. In the meantime, I ordered my Xapo card with DHL, still hoping e-coin card will eventually get to me. And I got it via DHL, in like 7 days. And guess what? DHL almost didn't deliver me a card, because Mychoice forgot to write my phone number? My Payoneer mastercard was sent by plain royal mail, and I got it within 5 days. For free (Payoneer sends first card for free). But, my friend never got his, so he had to pay them DHL service, he needed it badly. So, everywhere is the same: they send it, or not, someone lost it, or stole it, etc etc... All in all, if you want to get your card, pay DHL. And call them to give phone number, because Mychoice will not. And last thing: my Xapo card is USD, and I ordered EUR one. It is not Xapo fault, it is Mychoice fault, so if it happens with e-coin, you should know it is Mychoice fault. And guess what? You have to cancel one you got and pay for new one if you want a replacement Smiley.

Yes. Plastic is harder and more expensive to get with false address. You have to pay DHL for fake address if you want to be sure you will get card. You have to by a burner phone and SIM, to try to make false signature... Not so easy as loging to VPN and buying VCC using fakenamegenerator Smiley.
But, that is not a point here. A point is, if ever your VCC get on PP flaglist, same will happen to CC. They do not care if that is VCC or CC. They even can't see the difference, because bank won't tell them. So, they flag particular BINs from particular banks. And they never tell you "you know, you are using shady CC or VCC". No. They only put a watch on your account, that's it. If you are regular customer, no problem. But, you have to understand, even as a regular customer, you get some limitations on flagged accounts. You can't use your balance as you want to. You have to pay smaller portions if it is bigger payment (no rule, their system decides what is that amount). You have a cooldown on some payments. If you want to buy bitcoins over virwox, they let you make a small payment first. After that, you can't make any payment to virwox for many days (over 5 from my experience). They let you buy some after 5-10 days, but for smaller sum, 40$ instead of 88... And that is only one example. Virwox is legit, and not on their blacklist. So, think of paying something on some small new website paypal is not aware of. Or paying something to Russians. GL with that.
Again, it is a balance story. If you use your VCC/CC as you should: preload it, link to PP, pay directly from VCC/CC using PP as processor only, you will never ever have a problem. But, you might get stuck for a while if someone pays you some service directly, and you have balance. They won't let you even send that money to another PP account, even 5$ for some time. You would have to w8 for funds to cool a little bit.
And second, if you have a few years old valid PP account (like I do) they will not make any problem. Why? Because that is your PP, you have same old habits they are aware of (they log habits, right, even times when you buy things, compare times and decide if that is possible fraud or not).
So, no big problems, but if you attach flagged VCC/CC BIN, you could get balance temporary unavailable. And calling/writing to support can't change a thing: this is PP automated antifraud system you are dealing with, no one can override it.
You have to understand, PP does this things to protect customers from fraud. So, better not let some BINs or bank get on their flaglist, it is counterproductive. Don't let chinese and pakistani massively buy some VCC for resale purpose, and you don't have a problem Smiley.

and how to have debit.? what do i do?

I think PayPal takes $3. I've found the card doesn't allow you to spend the amount listed usually I find when I want to do a - for example - $60 transaction with $70 in the card it won't let me, but with a $35 transaction it's okay.

The minimum load is $10 and that's more than enough for the $3 verification fee (which is returned to you via PayPal balance after the card is verified, I think).

we will be adding the option to order a pre-loaded card (mostly aimed at folks having troubles getting hold of Bitcoin and just looking to use the cards for PayPal)

I am pretty sure you are aware if you do that, you risk paypal mark accounts verified with this cards as shady. While they can't forbid use of card since they can't forbid Visa nor Master, they can mark accounts as shady and not let you spend any PP balance from it. Or let it spend in big confirmed stores. That is the price you pay when some VCCs are too often used to verify PP accounts which later gets limited. Since my psychical card seems to be lost in mail, I will wait a little bit more, and order virtual (was not an option when I was ordering). I would attach it to my already verified PP, but use it  sometimes for purchases instead of my actual Visa attached to my PP. I would like virtual cards not having a preload option. That will discourage Pakistani/Chinese sellers of VCC to use them. All of you know Vietnamese VCCs you can buy for 5-15$ and verify PP. They do work, but flag account for long time. I would be happy e-coin cards stay on course where their VCCs will be used for PP verification from people that actually need them, and not massively bought by shady dealers. This are just my two cents though...

When I pay with debit card at store (Purchase Transaction listed as free) do I still get 3% Foreign Transaction Fee since card I ordered is in euro, and my domestic currency is not? On Xapo it is listed that you pay 3% fee (I presume Visa takes it for conversion). Since on Xapo it is such a case, it must be here too. Or I am wrong, and fee is free even it is not in euro?

Since the 3% takes the VISA then this fee is applied here too.
Recently i see that the virtual card now cost 3$, and don't forget to check the promotion.
Also when you convert your bitcoin to fiat money in the card, you can not buy back bitcoins.

To which country are you referring domestic to? To the shipped country or the country that issues the debit card?
Monthly SMS notification fee (not optional) - We want it or not 1€ will be deducted from our balance right?

ATM domestic is when you have euro card and do withdraw in euro. Same is for GBP and USD. If you do withdrawal in any currency that is not main on your card, you are doing international. It is the same with Visa and Master, debit or credit.
As for SMS fee, it is for your security. Better to pay 1 euro SMS fee, thing I could actually use, than to pay inactivity fee. Or yearly fee. see on https://support.xapo.com/what-fees-are-associated-with-the-xapo-debit-card . It is better expained there, but fees are the same (Visa is Visa, e-coin or Xappo, doesn't matter). They charge annual fee, e-coin sms fee... Some other charge incativity fee 1E... All in all, what you have to pay you have to pay. I consider only e-coin or xappo, not considering shady ones with "free everything, just join, we are not scam". Nothing is free when it comes to VISA/Master land.

I too live in Europe (not in EU though) and been waiting for my card for 20 days now. Emailed support today, we will see what is the problem. For reference, Payoneer sent me a card with plain royal mail, I got it in 5 days.

BTC-E seems have deleted all API keys, now they advice us to create new ones and continue. But CAT is locked for API that has been made for him. Can we get another bot for new API, since it is not our fault?

  No harm is done, all LTC is there. I just haven't had that kind of remaining ghost orders in 2.8, so was wondering why is that happening. Nvm, I will manually discard that type of remains.

It stays stuck in "pool order&trades/ping orders" after ping, and in "pool order&trades/pong orders" after pong.   Dust remains after ping is completed. After 200 LTC it is 0.00004, after 100 LTC it is 0.00002. But it stays only in CAT, on BTC-E is impossible due 0.1 trade restriction. So it stays only virtually in CAT pool order&trades, not for real.

I noticed some bug in 2.9. Few orders now, I test it with 100 or 200 LTC. It leaves in "pool order&trades" after success sell amount of 0.00004 LTC unsold. It seats there till I force delete it. Ofc, on BTC-E such a sale does not exist, because of 0.1 LTC minimum buy/sell order rule. Does someone else experience some bug with other alts/BTC, or maybe it is BTC-E LTC related bug?

It seems clear to me that Bittrex is not following the ITO rules.  ITO is complete, the funds were obtained withing the ITO time frame of 7 days and Bittrex should now be consider to be part of the FUD campaign.  IMO

Long live DAN and Blocknet

No exchange followed ITO rules. That is the reason to avoid them with ITO. Polo enabled trading, bter enabled it too for moments... And trex has to protect his investors by putting up the buy wall. If we didn't have coingateway, this project would be doomed in first few hours.

you need to click both the XC button and the blocknet button - it should say Output Coin: Blocknetshares

That was a problem, thank you. Now it worked, I sent some XC to buy shares.

  I am unable to withdraw XC from mintpal...Any one has the same problem with XC in mintpal and what can I do to get them back?
I withdrew about 5500 XC from Mintpal on the day it came back online. that was on Oct 16

You can't really do anything at the moment, you can only fill in the form when you login and hope you will get your XC back.

I miss 278 XC. So no luck, as i wrote earlier, I presume they will "fail" to deliver small balances, keeping them for themselves, since people with 100-200 $ in alts can not harm them. And they can run with 1m $ or more when everything is over. Here: https://bitcointalk.org/index.php?topic=824211.0 you can see reported amount of alt coins missing so far.

I don't think its mintpal dumping, they gave me my 4k xc back.

How long ago did you get it back?

On the 16th, had to wait about an hour. I think the btc is gone though, its moved around quite a bit.
They did not get back mine 278.29047654 XC. It says

So yes, they might be selling our coins, and that is normal in crypto world. We don't have chance to sue them for as low as 278XC or something like that, so they might figured out it is safe to give larger sums back, and keep a lots of low deposits, since owners would not bother for that. Like gox and all other fraudsters, they will be richer and we will get poorer...

Any chance to detect why does wallet take all of mine upload, regardless of PC or OS? I have one on win7 X64, one on win8 x64. Last 3 releases take all my upload turning my pc into trash. It happens when running wallet only, when running mixer, when max connections 120 or only 16... Port is open for mixer. Even when I close it Rx is red on my queue list. And btw traffic on mixer port was only 188 kb for many days, so it is not mixer problem.
