据浙江新闻消息，5月8日，省政府举行“区块链技术及应用”专题学习会。省长袁家军强调，要认真贯彻落实习近平总书记关于数字中国、网络强国的战略思想，创造条件加快推动区块链、人工智能、云计算、大数据等数字技术与实体经济、社会发展深度融合，全力实施数字经济“一号工程”，聚力打造区块链产业高地，加快建设数字浙江。

浙江大学互联网金融研究院副院长杨小虎、阿里巴巴集团学术委员会主席曾鸣讲解区块链技术及应用问题。省政府领导及省政府组成部门负责人参加学习会，并进行讨论。冯飞主持会议。

袁家军指出，区块链是“信息互联网”时代迈向“信任互联网”时代的一项颠覆性技术，虽处于发展初级阶段，但应用领域广泛、前景广阔。发展区块链技术及应用是顺应全球大势、落实国家战略的实际行动，对实施数字经济“一号工程”和加快经济转型升级具有重大意义。区块链技术完全符合高质量、竞争力、现代化的要求。我省已经初步形成区块链技术先发优势，下一步要抢抓机遇，主动抢跑，大力发展区块链产业经济，撬动经济高质量发展。

一要打造区块链创新高地。瞄准区块链前沿技术攻关，在分布式账本技术等领域，实施一批重大科技专项及项目，突破一批关键共性技术，培育发展一批区块链龙头企业，加强产学研用紧密合作；
二要打造区块链应用高地。借鉴发达国家经验，加快推进“区块链+”金融、制造、医疗、教育、贸易、政务服务、最多跑一次改革，催生新的应用场景，打造新型应用模式；
三要打造区块链人才高地。把区块链人才作为人才新政的重点，依托区块链产业园集聚优秀人才；
四要打造区块链发展生态。围绕构建区块链产业发展机制，加强制度供给、标准供给，加强市场监管、统计监测，增创市场有效、政府有为、企业有利的体制机制新优势，努力打造最佳营商环境，建设“掌上办事之省”。
各地各部门要围绕建设学习型政府，加强团队学习、系统学习、深度学习、快速学习，做到学以致用、用以促学、学用结合、推动发展。
