I thought americans could not participate in ICOs, every ICO I see asks "Are you an American Citizen", I thought they instant-deny you if you say yes.

I was born in the US, but move to Canada when I was a baby. I lived the rest of my life up to now in Canada. Can I participate in ICOs?
