Bounty rewards are given as a return for promoting a project during their ico, so you are not required to pay anything in fact you deserved to be paid either in btc, eth or the tokens of the said project, so if someone is asking for money to send you bounty coins then he is scamming you.

 I really believe that NEO will be huge this year, many upcoming ICO's under neo block chain which im sure will bring demand on neo, another one is of course, ETH.

Yes I agree that ico is the best way to invest for the investors because they can buy the coins on their starting price as the price will be low and can buy more coins in less money and it will be more profitable in the future
