NEO is a hyped up Chinese hype coin, stay away in my opinion because the chinese are heavily manipulating the market, if you can be on the winning side of that manipulation, that's a different story.

when the price goes hyperbolic, when you see new all time highs every hour or every day consistently and it's increasing too quickly too fast, that's when you sell.
