Well, the problem with your offer is this:

Most pro graphic designers will charge $50-100 per hour of work. You are offering $13.50 (at current exchange). In all likelihood they will spend 1-2 hours designing your logo. I would suggest offering closer to 8-20 BTC to get any catches
