It can be in one of the following ways:

Saudi is a desert land. How will you provide fresh water for the residents in Neom?
One of my concerns too. But it think they have a good plan for this since this is supposed to be a smart city, all modern and improved facilities.
Neom is located on a desertland so it's best to use solar energy.
I agree. And maybe that's the plan. They will save a lot of money using solar energy.
