As they're already on an exchange (although it's only a DEX), it's sufficient to say there were no ICO or IEO, it was also never mentioned anywhere on their site, WP, and ann thread OP. Nonetheless, I would strongly advise against investing on this project, it seems too shady.
I think if tokens are on exchanges then everyone should make a decision on their own. Although I do not myself do not understand the main purpose of the project at the moment.

I read that some tokens remain in reserve. Will they be blocked or are you using them for some other purpose?
Only team members have a 12-month blocking period to sell their tokens. The reserve does not have such conditions. I think that they can be used for further development. And rightly so.
