99% of Poland Bank issues Debit cards, IBAN numbers, SWIFT codes have all been black listed by most of the western banking/financial sector.

You can not use PLN cards to verify paypal, ebay, amazon, or any other payment gateway. If you link a PLN IBAN to paypal  you will get limited quickly.
