You can satisfy yourself that bidder x will do the job perfectly by choosing an appropriate legal agreement and payment structure. It's impossible to have complete confidence at the RFP stage: that's what lawyers are for.

You will regret hand writing a forum when a proven one exists for years. I did it once, than the particular programmer who did it, got very upset with me.
I don't think anyone (who is experienced) has seriously suggested doing this. It's not feasible to write a complete product from scratch within the current budget, and it wouldn't make sense to do so for this project even if the budget was higher.

Why are you offering to work for next to nothing? No professional experience?
Since when is $12-13 an hour "next to nothing"?
Good developers can reasonably charge up to around $160/h freelance. 1 BTC/h would be low for unskilled labour in some places.

After looking more closely at the mess that is SMF 2, I'm leaning towards something like http://vanillaforums.org/ as a better option. Architecture is significantly better, for one, which is especially important given the amount of customisation this project would require.

Software for bounty is a great way to get low quality software from inexperienced devs who can't do any better. Not the greatest idea for automated financial software.
15BTC, why thats $100/hour! Yet no references or a link to a portfolio to back it up. I am actually quite curious what a $100/hour programmer must produce to expect to be paid that kind of money.
That's actually pretty low. Personally, I wouldn't bother for less than $120/h. Overheads are too high for this kind of work to accept anything less. It also tends to work out cheaper to work with someone with a high hourly rate than someone who works for <$100/h. Pay peanuts, get monkeys, etc.

BFL is a bit controversial at the moment. Bear in mind that if these machines end up shipping, they'll dramatically increase mining difficulty, so it's difficult to say how much your 1TH/s will earn. See here for more info.

Hey BitCoin Forum, I'm rather new to the community, but have been investing for some time and I'm interested in diversifying into BitCoin's. What is the equivalent to fiat currency investment of indexes or mutual funds. As far as I can tell, GLBSE seems rather popular, do I just send them the BC's (like I do to Vangard) and hope I make money? Thanks again for your time and help.
Aside from the other suggestions, CDs are still giving very good returns, though obviously a little risky. Avoid anything marked PPT if you're worried about risk.
