Meanwhile, Chris Concannon, the president of Cboe Global Markets, owner of the Chicago Board Options Exchange, could be successful in demotivating crypto investors. He thinks they should be laying awake at night, fretting over the market movements, especially in relation to ICOs (initial coin offerings) and regulations. Should the U.S. Securities and Exchange Commission (SEC) decide ICO tokens are unregistered securities, they would be rendered useless, he told in an interview with Business Insider.

Concannon forecasts that, first, the SEC will go after ICO market participants, then, class-action lawsuits against the teams behind ICO projects will surge.

"If you sold someone an unregistered security you are liable to them if they decide to take them to court," Concannon said.

Armstrong considers the current slump in the market a good way to clear out weak participants. “It gets rid of the people who are in it for the wrong reasons, and it gives us an opportunity to keep making progress while everyone else gets distracted,” he said.

Meanwhile, Robert Hockett, a professor of financial regulation at Cornell University, told Business Insider that the cryptoverse is moving out of the "Wild West" phase into a "regulatory scrutiny" phase. In the short term we'll see the rise of funds to launch class-actions and increased litigation, but in the long term, we'll see a cleansing of the market, according to Hockett.

"It is a legal life cycle of every new asset that becomes highly popular," he was quoted as saying. "It was true for tulips, junk bonds, and mortgage-backed securities, and now crypto."

China Ranks Ethereum as the World’s Best Blockchain Network

On May 17, China’s Ministry of Industry and Information Technology released its public blockchain ratings, ranking various blockchain projects like Ethereum in the global cryptocurrency sector based on three criteria: technology, application, and innovation.

As shown in the chart below, the Chinese government ranked Ethereum as the world’s best blockchain network at number 1. The top five included Ethereum, Steem, Lisk, NEO, and Komodo, all of which utilize smart contracts to efficiently and securely process information in a decentralized manner.

The addition of Steem in the top five rankings of the Chinese government’s blockchain network was unexpected by the community because unlike Lisk and NEO, Steem is not a base layer blockchain technology that can be used to create decentralized applications. Steem is a content distribution platform based on the blockchain with a primary purpose of distributing content. Essentially, Steem is like Reddit based on the decentralized blockchain.

Another surprising addition to its top 10 rankings was Monero at number 9, given that several governments including the Japanese government and its financial services agency (FSA) have expressed their concerns towards cryptocurrencies like Monero and Zcash that are capable of processing anonymous payments that could be associated with money laundering and criminal activities.

The cryptocurrency community was taken aback by the ranking of bitcoin at 13, which was co-ranked with privacy-focused cryptocurrency Verge. "The partnership with Streamr demonstrates how the PI system can plug into an open source platform and highlights our commitment to empowering our customers to maximize the value of their business operations data."
