the new masternode reward is now 19.20 ABS - is that correct?

from block 350400.reward :19.20ABS, block time:90 seconds.
but,in the next upgrade, the reward will be 12 ABS, block time 2 minutes. Maybe this month.
Then maybe it's a good time to get some more ABS before this change applies...

What is the reason that the block time will also be changed? Why can't it be 90 seconds?
In order to process the POV chain in real time, it seems necessary to stabilize the main net.

It is hard to keep track with all these different proof of something... I don't know what Proof of View is. How does that work?
