6 days and no release. He has been online everyday since he received the item. I'll wait another day before I call his parents. If that doesn't work I'll publish his personal info so others are aware just in case he sets up any deals under another user name.

I wouldn't consider him a scammer (yet) but I want to warn anyone that may think about doing business with him in the future.
I purchased an item for user uhnonamiss on 10/15. The order was placed within minutes of Bitmit confirming receipt of the BTC. The item was ordered using the link to the item provided by the user.
The item was delivered to him on 10/26 and he still has not released the escrow. I know he has been online every day since receipt of the package.
Looking at his feedback on Bitmit (user AHAH) he has done this to someone else in the past and has also not delivered something he was selling (wish I saw this before proceeding with this deal).

Oh, I see. I'm thinking about selling stuff on here and thought it'd be good, but thanks for the information! 
Make sure you use a trusted escrow (Jon K, SaltySpitoon, Bitmit, etc) and you'll gain trust with each completed sale. Reputation loans can actually hurt your reputation. Too many scammers have already tried starting with small rep loans and then slowly increase the loan amounts and then take off when they get the bigger loan. And, you're not going to get a loan here without collateral.
You probably just were not around yet to get the reference.

The answer: They can't.

as far as I can see, there is literally no way of getting around this issue except by onion routing. 
This is sure to drive even more users to TOR, not sure if that's a good thing or a bad thing in the long run.
Do you really think the NSA can't trace TOR? Something like 60% of TORs development money came from the US Govt. This is sure to drive even more users to TOR, not sure if that's a good thing or a bad thing in the long run.

I don't think this is possible. The IP address might not be a static IP meaning the the person on an IP right now may not be the same as the person that was on that IP 10 minutes ago. Some ISPs assign the IP when a user connects to their system. You would need the ISP to tell you who was using the IP at the time of whatever offense you are looking into. If they were using a proxy, Tor, or VPN you may never be able to find out who it is. From the sticky at the top of this forum:
