Are you 100% sure that you're not dealing with a blatant scam? $20K seems like it should be done through a wire transfer, or some local bank option. You're going to have a real tough time trying to get $20K in BTC using only credit cards.

No, it's not easy to track coins. And even if they did track the coins, it's not easy to trace the owners of the addresses.
Converting to fiat is not difficult. Those coins you mentioned are even more difficult to track, there is no "EASY" way for any of those especially.

There is not a single legit bitcointalk escrow which will offer escrow service for paypal transaction
I think he is requesting an escrow to hold the BTC. Of course that has no effect on the security of the PayPal transaction, but at least the crypto can be safely transferred that way.
