can someone look at this ethereum serpent code and see if it does what it is supposed to do? i.e., ethereum smart contract for a powerball style lotto, and people being able to send around the tickets that are created, as well as redeem winning tickets for the prize allocation for the # of matches.

Isn't actually or can't the NCC become an online wallet by
implementing client side signing?!
NXT for example is easier because it doesn't store the funds or addresses on a wallet file, instead, it's a brainwallet that is kept in the network itself. An NIS would need to safely store the data on a file, thus needing to sit on the server. Unless the online wallet site sports a SSL certificate, it could lead to funds being stolen (for example). Every private key is yours to keep, but even downloading / uploading those are a potential hazard.

you could, but you would have to implement the users, shares, etc by yourself. I'm focusing on quality, well tested, stable code instead of feature rich but unstable code. downtime, instability, security and exploitable bugs are my main concerns, see how many exchanges and pools were hacked lately.
