PhoenixMiner 5.0b

Added support for mining with 4 GB AMD cards beyond the DAG epoch 350. Depending on the OS and driver versions, you will be able to use 4 GB AMD cards until epoch 372-373 under Windows, and 380 under Linux.
Added new -dagrestart command-line option to work around the problems with DAG allocation on 4 GB AMD cards under some driver versions. See Readme.txt for more information.
Added support for latest AMD drivers 20.4.2 under Windows and 20.10-1048554 under Linux
Many other small improvements and fixes

changelog since 0.14.0:
- added algo mtp and x16rt
- implemented client.reconnect(needed for some pools, e.g. miningrigrentals, zpool)
- added parameter --max-difficulty(reconnect to pool if job diff higher than nM set by this parameter)

Claymore's Latest version is v12.0:

- zero devfee for all 2GB and 3GB cards in all operating systems.
- reduced devfee for dual mode, now it is 1%, same as for ETH-only mode.
- a bit reduced required GPU memory (both AMD and NVIDIA) so you can mine ETH a bit longer on cards that don't have enough memory.
- added version for CUDA 10.0, it is a bit faster for latest 20xx NVIDIA cards.
- a few minor bug fixes and improvements.

Roll back the version, it is only for the MTP and everything else practically does not work...
