I sent it twice now, it is probably in your spam email folder.  You antivirus might not be letting you download the file because of false positives.  Most email providers won't let you email .exe files even when zipped.  So I unzipped the folder and renamed the .exe files to .ex_ then I zipped it with 7-zip otherwise it was too big to be emailed.

use 7zip to unzip it:

http://www.7-zip.org/

then rename the following files:
smartcoind.ex_
Smartcoin-qt.ex_

to:
Smartcoin-qt.exe
Smartcoin-qt.exe

and proceed as normal.

pudong, can you please be more specific? I posted a link to the location of the latest release in reply to your previous comment, have you tried it? It has always worked for me.

Remember: Only serious bitcointalk profiles will be considered to prevent from someone masscreating accounts and abusing the system. As a rule of thumb: Your bitcointalk account must exist before 23th of January 2014 or you need to have a minimum activity on bitcointalk until the launch (some days before launch all applications will be verified automatically. Please do not ask for confirmations yet).


主要是减缓恶意刷币（本质上阻止不了），原文给出了两个条件
1、bitcointalk账户必须2014.1.23前存在
2、或者 在发布前bitcointalk账户活动值满足最小值

也就是说并不需要一定是2014.1.23前有账户，后面建的账户，满足最小活动值也行，至于最小值是多少，不知道啦。而且也没看到这个邮件申请送币什么时候截止。
