I think there are some implicit conditions,or new and old rules are met at the same time to upgrade.

Just stumbled upon your thread. Thanks for putting this out there for the community. I'll post a few links here, not sure how far back through posts you'll read but you will notice since Merit has been introduced I have begun to delve into more areas of the Forum and general discussions; where I used to be more of a fly on the wall. I must admit I find the system frustrating and useful. Either way thanks for looking over my posts.
