Why are the tokens exchangeable for NEM only 2 weeks after the NEM launch?
logistical reasons.. the devs can only distribute nem at a certain pace.. it could be shorter than 2 weeks.. just better to say a longer time and be early than shorter time and be late! they may find a way to automate it also so that could speed things up too. i have a fealing real nem will trade on the nxt AE before it will on any other exchanges!

I don't think that the btcpay expire time would ever need to float.
Why?
Because the time should be as low as possible, and the minimum time is the same across trades.
