I'm sure the person that contacted you on telegram isn't one of the officials. You should know that there are scammers on telegram that are always trying to seize any opportunity they see when people complain about transactions. A real admin will never PM you first. I can provide the screenshots, we've contacted by the official group admin.

We've submited the listing application in 8th of February. We had a conversationg with Latoken representative by email (all details will provided later). We've verified details and Latoken support confirms that this person is representative of latoken. We've paid 1.5 btc for the listing. We've wait about one month, when our patience is over we describe the situation in latoken official telegram group https://t.me/latoken
Official representative @LATOKEN_CS has contacted us directly by private chat. He said everything is fine and they will list it asap. After that he asked a very strange thing:

You're required to activate your coin on our database as the final procedure to be done then your coin will be listed

How should we do that?

A link will be generated and used in synchronizing your coin

The system requires the TX hash of a refundable minimal deposit fee in generating the link
Note:-your deposit will be sent back to you immediately after your coin has been activated
You're required to make a minimal deposit fee of 500$ worth of btc to our activation address

And all your total funds of 700$ worth of btc will be sent back to you fully immediately your listing process is completed
When I said that it's all sounds like a scam and I'll post this info in bitcointalk, received the following response:
