It's really hard to say there's a "best".

There really are a lot of resources, some are free, some are relatively cheap, and some cost money.

But it really depends on what you want to learn.

There are also smaller not well known places that give a lot of 1-1 attention as long as you're willing to put in the time and effort.

Does mail.ru ask a ton of questions like if your ip has changed, does it ask to verify phone, etc?

That part I get, but you don't get next day shipping for free doing that method.
