You might want to consider getting 2 setups.
One to mine and another for personal use.

Mining rigs consume most of the system resources.
You wont be able to do both at the same time.

Safe to say with the current GPU market, this will be your most expensive part.
Getting multiple of the same GPU has been a challenge.

Tax laws and regulations differ so you will need to be more specific on your location.
Try looking for local CPA that understand how file.

I agree with owlcatz, please visit your local post office and speak to the post master.
You can call them too, but it is a lot easier to deal with a human in person.

The mail does not go directly to the destination post office.  It is routed from your post office to a central sorting hub first.
Depending on how the envelope was packed, it most likely got caught in their automatic sorting machine.
Much like a copy machine, it has rollers to move envelopes around.
I received samples in the past that got gobbled up.  It look 3-4 weeks and arrived inside an another envelope.

If this is the case, not to worry, the post office has a people to deal with this and it will eventually make its way to the destination.

But, if your currently holding ltc and want to attempt to claim it...
Move your ltc & coins to another wallet prior to releasing your private keys.

I noticed ANACS attend coin shows where they accept submissions.
But, I am going to safer route and attend one with an onsite ANACS grader.

Just stay frosty and hodl.  It seems we got hit with a lot of FUD from mass media.
First you have South Korea ending virtual bank accounts and the USDT thing resurfaced.
And don't forget about BitConnect exit scam.  All this creates FUD and cause panic sells.

I read USB Flash Drives and SD cards can retain data in cold storage for 3-5yrs.
If you plug it in every so often, it will be fine.
But, having both digital and hard copy will be best.

If you have an upgraded version of windows, it comes with bitlocker.
A solid encryption software.

Coinbase/Gdax allows you to download everything to an excel sheet.
If you cash out your crypto to fiat less than 12months, its considered short-term and taxed at a higher rate.

If you want something simple to use, Exodus Wallet works fine.
For advance users, Electrum allows you to adjust miner fees.
Hardware wallets such as ledger & trezor are great to store large amounts.

It is fine to sell bitcoin as long as you do not do it as a business.  There were a few cases where people got hit, but they were doing large volumes.

I suggest trading small amounts and use the buddy system if its a larger amount.
I recently did a in person trade that went super smooth, because both of us were professional about it.
This was not a cash trade, but the basics apply.

Transmit the specific amount you intend to sell to a separate wallet.
Do not walk around with a laptop or cellphone loaded with tons of coin.
I use bitpay or copay, because you can scan the other person's QR from blockchain.
It avoid typos and copy+paste malware.
Also adjust max+ fees to make sure it makes it into the next block, 1 confirmation within 20mins.

I personally will not trade anything on craigslist or any other, after sunset.
If it is a large cash trade and your alone, some township have parking spaces for social media trades.

If something does not feel right, leave.
There was a recent story about a guy in Hong Kong that was robbed during a local trade.

I do not think it is too late to enter the market.  Do some research and avoid buying during a FOMO.  Because you end up buying near the top.  There are tons of youtube videos that are helpful.  And if you feel up to it, you can always invest in alt coins.  Many have decent whitepapers and set roadmap.  Also they have social media and chat groups.
