Well, dunno why everyone expect someone to create something, that will benefit a lot of people for free. Just don't tell me that you all mine "pro bono" and from the mined coins you cover just your electricity bills and the rest goes for charity.... Everyone is here for the money, including the devs. They created a product and these 2% - bounties is their payment. If you don't mind - join the dance, if you do - gtfo. Its simple.

If there are bounties there has to be some premise right? Don't know if 2% is the perfect amount, but bounties do help the coin that is for sure.
