Burning is based on the collected fees in VITE trading pairs on the Vitex.net exchange
Why Vitex exchange is not allowed in different countries?
This is standard situation nowadays. A lot of countries try to control financial institutes and that's why a lot of exchanges are not allowed there
But as I know American government allow to use crypto exchanges. So maybe there should be another reason
