Also every exchange have legal obligation to store data of any customer so that they can answer on any request from authorities if law enforcement happen in one day. I saw a few groups in Telegrem where people buy/sell bitcointalk accounts but never deal without escrow and such deal should be a secret since your bought account can get negative trust. Before buying ask for seller to prove that he is account owner by sending you personal message from account you want buy with text you provide.
