The miner connects to the dev pool via port 443.  Please check that your firewall allows this port.  (This is usually the https port for connecting to websites with encryption)

What do you get if you try to ping dev.tdxminer.com?  Maybe run a traceroute too.
No, this domain is not available from Russia. Please fix
