You can not "force" people to use. They themselves will begin to use cryptocurrency when it becomes stable. But it is unlikely to become such due to decentralization. After all, the course depends on supply and demand.
Ico is still not dead. If we have fully judge that ico is dead, then why is that there is still many ico nowadays. It is not dead, it is not just healthy because of the bad market.
Do not be so optimistic, IKO dies due to a large number of scammers in the market for projects. And I do not think that the situation will change much. Those projects that are already settled, they will continue to live, but there is no trust in the new ones.

there is many factors that affecting bitcoin price, i believe the reasons why bitcoin were able to touch 20k in 2017 cause ICO investments is a good trend of investments. Bitcoin price are keep going down right now cause ico are phrobihted in many country and there is a strict regulations to make one. I do believe bitcoin will able to touch 20k again when STO are coming back and draw institutional interest into cryptocurrency.
Just in order for people to come to the "STO", it is necessary that the crypto market get rid of bears. Now people have lost confidence in ICO, and the STO, the more so it is not.
