I planned to buy some altcoins now that we are in a bear market but someone I knew is telling me not to, that its possible more dumps will take place, my question is how will I know when it's the right time to buy coins?
The right time to invest is still there but the right time has passed some time ago. Since you are expressing your interest to invest, of course you can invest from here as the market has come down a lot. But while investing you must think about always investing in high ranking coins. Always invest wisely when you invest, especially in altcoins. And if you invest in the coin that has the best coins then your investment will be considered much less worthwhile.Dogecoin has been different kinds of low level names in the past and in the present but the altccoin seem to have woken up to prominence and maybe it could keep sustaining the move as some altccoins like bnb, xrp, Ada, ethereum have done. Despite the name calling, the growth of dogecoin has really gone pass many so called promising coins and it is now at the 7th spot in crypto ranking.
Therefore, maybe dogecoin can get to $20,000 and above in 5 years time

Nothing is impossible in cryptocurrency. Anything can happen in a moment. But I don't go with the predictions you made. After five years maybe a good position can be formed but if it will be $20000 I can't say for sure. But Dogecoin will definitely make a good position if Elon Marx can make a good announcement. I always wish your investment success but always invest a little higher. You intend to invest in a coin that is very risky. Watch the market and invest by looking at the trading volume of each coin and the demand and popularity of the people. You will not empty your balance by investing unnecessarily in these stories. As you are a new member of bitcoin forum, first learn about bitcoin and investing. But if you intend to invest then you must set up a good wallet. A safe wallet is the most important for storing investments. But you mentioned Binance and Trust Wallet, I will support Trust Wallet between the two. You can open trust wallet and keep your investment there. Although there are risks, it is much safer than Binance. Binance is an exchange wallet so I think it is very risky to keep your investment here. Of course holding is good but it has to have a specificity. As you invest you must have a target and if that target moves then you must exit your holding. You have to do whatever your heart desires. A lot of people hold and don't sell after the price goes up and then goes down again and then they regret it. So I mean if you are holding then you must sell it at a certain target. Only then will I consider that holding to be better.

Both factions are very strong on the battlefield. But Russia is more powerful than Ukraine. From my point of view, Russia and Ukraine should stop fighting. Some months a go, I was thinking altcoins may favour me since bitcoin is still unpredictable. I decided to invest my last cash at hand on luno, Eth, buying babe doggy, peg token and tron. OP I've never used an airdrop like the one you mentioned. But there is no airdrop of all projects that will bring you success. Few days ago ARB went on an airdrop where people got good profit by joining. With time some projects come which can get good profit if you join them. Besides, most of the airdrops nowadays are very bad natured with no chance of success.
