It should be a lot easier to get an account.

A solution could be that one or several of the five new accounts generated in each new block could get a standard public key where the dev(s) or someone appointed to it hold the private key and a bitcoin address. Whenever someone wants to buy a new account they can send something like 0.0001 BTC to this bitcoin address together with their public key in the message. It should be quite easy to make a program that automatically copy the buyers public key into one of the available accounts.

The payments for new accounts can then be used for further development of Pascal Coin etc.
