Hi, I'm a freelancer that get paid regularly via Payoneer and due to personal reasons, I will be exchanging some of the Payoneer funds for BTC on a regular basis.
Presently, I want to exchange at least $100 to at most $1121 Payoneer for BTC at 1:1 rate (i.e. I send $100 Payoneer, I get $100 BTC).
Preferably, I would like to buy $1121 BTC at once, though if that's not possible, trading in bits from $100 BTC upwards is welcomed.

I suggest you go with coinbase. Its an secure wallet where you can buy and sell bitcoins. 2 step secure login . Transfer to/from credit card or bank wire.
You get your coins instantly. They also have accounts for merchants and so on. Was buying and selling there with no problems.

that's impossible in coinbase, due to the anti money-laundering rules that apply to Skrill

Yeah, Coinbase or Circle or there is Bitylicious they will all have varying rates so research them all before you jump into one.
