BTCs versus mBTCs will be the same thing.  You'll know what an mBTC is worth and intuitively will know the value when expressed in terms of mBTCs.  Right now, an mBTC is worth about a penny.

Governments can pass laws that make it illegal to mine bitcoins. Simple. They can raide miners houses if need be. They can threaten you with death penalities if you mine despite it being prohibited. Again its just another line of attack that is unnecessary as you already have two major lines of attack (with one already being law, ie capital gains) to make sure it wont become a major medium of exchange as I discussed in the OP.

Me and a friend are considering buying the new kncminer Neptune. It's priced at $13k with minimum 3000GH/s of hashing speed.

How many bitcoins could we realistically expect to get from it in say six months if we keep it running 24/7? How long would it take to pay for itself if we assume bitcoins will be at $800 in six months.

Would we be better off joining a mining pool or do it on our own?

Or maybe it might be better to buy equipment for the same amount and litecoin mine instead?

If you are planning make some returns, then you have to invest a lot more than 15k into it.
Considering the difficulty level of litecoin, with 2000KH/s mining power you would be making around $700 first month( Based on current price). To achieve that 2000 KH/s in the most cost effective way is to get 3 radeon 7950s. These things are almost sold out everywhere. It would cost 70K+ combined. On top of it add an Asrock board, a cheap processor , 4gigs of RAM, 1000 Watts PSU, Hard disc if required or else a thumb drive, riser cables, fans, and a frame.
