Good POINT! The traders of crypto here are assuming that all who use paypal to buy crypto are scammers. So what's the point of this warning thingy? ridiculous isn't it?

You can easily transfer the paypal balance to other account then leave the first paypal with negative balance unless you send BTC first then its good to go.
