BRC-20 made the network congested, and consumed too much storages.
so every node that uses the default size of 300MB will drop the transactions that have fees of less than 23.2sat/vb but nodes use custom mempool size so the transaction will likely stay longer because it stays in some nodes.
So the transaction will be dropped just meet one of the following condition, is it right? 1. purging: take the above figure as an example, every node that uses the default size of 300MB will drop the transactions that have fees of less than 23.2sat/vb. 2. drop: the default is 14 days which is still subjected to the conditions stated above reply, which depends on node's config.
You can use the above method if you wish use a self custodial wallet that allows fee bumping, but if it doesn’t then you will have to wait for the transaction to either be confirmed or be dropped; if the fee set is low.

They fix bugs, improve the client with new tech/features, propose new changes, they don't control consensus obviously, any major changes requires majority consensus.

if there is no way or tool to cancel a tx, is it need to develop one?

but now it is restart and $BEL just reached a mining Difficulty of 27GH just now...
