Yes this is illegal i n some countries, But I didn't see any rules which restrict such kind of business in here. the main concern is, thus his business is non-bitcoin related then it shouldn't be belongs service section.

if it is not any crypto related works then it should not be belongs here, only bitcoin related activities are accepted in this board.

sometimes such kind of services is causes for banning your accounts. do you take that risk?

Don't you see the campaign is now Full? when you will get any campaign stated CFNP or Paused or FULL then it is needless to apply there.
It will not increase your chance for accepting in campaign when the campaign will open in future.

It seems newbies are not welcome in this forum, maybe vod gave him negative trust cause op is totally new here for offering ESCROW service.
hope op will able to overcome this situations and able to make some good trust/portfolio if he legit.
