You're right. But there are a number of teams that have already released a product - services that are already available and everything is already working .... But in such a market they are not needed by anyone, or they have only money left to maintain functionality.

There is a working draft, which can already be used in the real world, and not only in cryptocurrency, but there is no money for something else beyond simple work and slow improvement.
