It costs a few $ per person to verify your users, you have about a thousand different services offering KYC/KYB and with the most advanced data protections available. A casino doesn't even have to see the documents and there is 0 risk of them leaking anything. This is a fake reason or better said a lie. Doing KYC with 0 infrastructure or any knowledge is quite possible in 2023, and it takes about 2 hours to find a company and sign a contract. Them choosing not to do is a different thing, nothing to do with "investments".
