It's not a punishment

. It doesn't really matter where the fee is charged, the end result is the same. If faucets have 5% less to give away, users get 5% less. If faucets have full 100%, but we take 5% on withdrawal, still users get 5% less.
However after the first transaction it looks like we'll be able to lower the fee
