Every electronic device could be flashed and compromised. My guess is that exactly this happened here. Somebody flashes the Ledger with corrupted seed.

Nobody should ever buy any wallet from other place than original producers.

That isnt what happened, the ledger was already set up and the seller made up a scratch card containing the 24 word phrase.

If the ledger is tampered with it wont work as there is a test every time it connects, the hacker would need to know the privacy key
