Your question isn't very clear. Are you asking if there should be some system put in place to ban accounts that get to a certain activity level with zero merit?

Your spot on in your understanding despite the question being a bit confusing for which I apologise.

My question was to know if there's a maximum activity level for a Jr member without any merits as stated in title and in the body I expanded it into additionally include a personal opinion of what I felt would be ideal if there was no specific rule regarding the matter and wanted to know if anyone else thought the same?
