Yes, of course. Hackspaces are planned to be used not only by citizens of countries where they'll be located.

The 1st one will be open in Belarus. The next are planned to be located in Oman and Estonia.

Do you pay more attention on price or demand when you decide where to open a hackspace?

Making a decision is a complicated and complex process with many departments included. So there are many factors (not only 2 mentioned here). But selecting from the given above demand has more priority.

I understand it. But I think it'd be more logical and profitable to open them in countries where prices are better
