15mil tokens is 10% of what they sold in ICO

wouldn't have been fair for the ones paying money for the tokens.
Probably the mistake was putting a hard number on the %, assuming they sell all tokens. That didn't happens but they still gave 5% of what was sold.

15mil as stated in the whitepaper is not even 5% of the ICO Pool, it's from the total number of tokens if you actually make the calculation.
