I think you're talking about Virie, which is about everything you just described. When you use Virie, you dont need to disclose your identity or the purpose of the payments; you can transfer any sum without providing anyone with any data, or original or copied documents; since the system cannot freeze an account, nobody can ask for documents (such as ID) to release the funds.
