You can find aggregate ICO reviews from Crypto differ website. It contains most of the rating agencies reviews on top ICOs. You can identify the best ICOs based on rating of the ICO review websites.

This is helpful. Most of the time I refer bitcointalk to identify good ICO's. Better to get multiple sources to identify good projects and analysis their whitepaper before join any project.
