Because that amount is small when you compare to actual cost of putting up a legit one.
I believe, you can attract possible casino owners but not only here on the forum.
You need to promote this project to as many as you can. Now, that online gambling business is booming.
This maybe your right time to be aggressive in marketing as well as accelerate the development of your platform.
