To raise your own flag, the shorter explanation will be to simply click this link and everything else is self-explanatory. Type-2 is the implied agreement and type-3 is the written contract. You can choose whichever you see fit.

The longer explanation:

Go to their trust page, accessible from their profile
Scroll down to the "New Feedback" section
In line with the "Negative", at the end of it, there is a link to "add a flag"
Choose which flag you want to raise
You'll need three DT's support for type-2 and type-3 flag to be active, and one DT's support for type-1

Note that a flag can not be deleted. You can read more about flag here, and ask for a support/opposition for that said flag here.
